Can I add a request without a case?

No. All elements of the media management function need to be added to a case. 

If you do not yet know what the case is going to be, you can give it a name that you can change or edit at a later date.

It's good practice to log the background to a case even if it doesn't turn into anything significant. Your account is not affected by the number of cases you add.
